́SERGRANTS' MISS ETIQUETTE.
Thors are few more interesting railway undertakings in foreign countries in which the British Investor is directly con-l cerned than the Manila Railway. The company was registered as far back as 1885 to take over n' concession from the Spanish authorities for a line to be con structed from Manila northwards, 122 for miles in length, the lease to ri ninety-nine years from April, 1897. The carly history of the concern, if it should ever be written, would be well worth In the future they shonlu develop into rending, for the company had un extra-sound, good-class investment securities,- ordinary series of misfortunes. First of The Times. all the contractors failed, and for years. the company was at its wits end to get money. In 1895 it went into liquidation with a view to reconstruction, but it was not till 1960, after the Americans had displaced the Spaniards from the Philip pines, that a sehear was carried through. But the position of the company was even then far from satisfactory. It was still working under the onerous con- ditions of the old Spanish concession. Moreover, there were claims against the Spanish authorities and claims against the American Government, while the latter had claim against the company. It was not till towards the end of 1906 that an agreement was one to by which the cancery was thoroughly recognized. The objectionable conditions of the old concession disappeared, and the new con- cession, granted to an American ander taking, the Manila Bailroad Company, the securities of which are held by the British company was perpetual instead of for ninety-nine years. The sergeant major of the 2nd Battalion Somersetshire Light Infantry, Wishing to oblige the regimental Free Foresters Society, of which he is pre sident, without asking the committee of the sergeants' mess, lent the mess linen to the society for a dinner they were giving. The members of the mess resented this breach of sergeants' mess etiquette-not by censuring the sergeant-majur, lest he might give them a bad time afterwards but by fining the Chinese waiter who took the linen ont of the mess without obtain ing the committee's sauction. Not to be outdone by this mancave, the sergeant- major, with considerable presence of mind, voted for the resolution which fined the waiter, and then paid the fine out of the Foresters? funds. SCOPE FOR DEVELOPMENT.

Important developments may be ex- pected in the near future in connection apart with the southern extensions, altogether from the mere railway con struction work. The management intend to open a new purt on the east coast of

This new port will have the advantage of having a fine natural harbour, projected from the ravages of the south-west monsoon, which so often devastates the western shore of the island on which Manila is situated. Moreover, the new port will be a few days' sen journey nearer America than is the capital. Some miles to the north of the new port is the small island of Polillo, on which excellent coal has be discovered, and if this industry should le developed its importance from the point of view of the railway cannot very well be exaggerated.
An interesting point in connection with the Manila Railway is the fact that the two chief officers have been connecte] with the concern since the start-Mr. U. J. Cater Scott, the chairman of directors of the British company, and Mr. H. J. FUTVER OF TRO: COMPANY.
And now a word two as regards the future. We have already referred to the immense possibilities of traffic expansion. In recent years there has been a steady growth in net revenue, and in respect of 1911 the showing was good enough to justify the directors in making the first- distribution on the share capital, a dividend of 1 per cent. being paid on the 5 per cent, Non-Cumulative Preference shock. Owing to a poor rice crop, there was not in, 1912 such an expansion in gross revenue as might have İxcen expected, having regard to the extra mileage operated. The report will not be available till July, and, though it may show an increase in net revenue avail- able for the shareholders of the British concern, it is not now thought likely that the board will-make-ny increase in the. dividend paid twelve months ago.
It
is the policy of the directore to be sure of their ground before increasing the dividend. They intend that there shall be no retrogression, so that shareholders may make up their minds that in coming straining after years there will be
dividends. A policy of this nature is the only prudent one, having regard to the fact that the company is in the transition stage and has an important extension and development programme to carry through.
