Most of their mines in the Malay States are worked by primitive methods, and not only, we are told, do the Chinese produce far more tin, but "scom cap able of better withstanding a fall in price," The machinery used is generally of a very simple type, and hard manual labour plays a part more important than would and favour with those who believe that economy is best achieved by labour saving devices. Many successful Euro- pean mine-owners adopt the principle of letting their properties on tribute, so that they are, in part, adopting Chinese methods, since the tributer works after his own fashion. Co-partnership in the pursuit of tin appears to call forth the best qualities in the Chinese, and those qualities have enabled them to keep their old hold upon their favourite industry.' been imperfectly learned and money is still sometimes wasted on machinery which is found after it has been erected, to be entirely untuited to the purpose for which it was intended, while sound finance is still not always insepnably connected with mining ventures. He concludes, therefore, that as long, at any rate, 44 high grade ground produces most of the fix in the Malay States and there still seem to be a good deal in existence-we are unlikely to see the Chinese ousted from the position they occupy in the industry they have made so peculiarly their own. Now there is good evidence that tin is to be found within a hundred miles of Canton, and it is inexplic. able that the Chinese should not have done more than they have to work it. We have been told that very olid maps of what is now known as the New Territory of Hongkong: show a tin mine somewhere about the district indicated in the recently published prospectus. Why the Chinese ceased to work it, is not now known, it may be that at the price of tin prevailing a century ago, the quantity obtained was not sufficiently large to make the enterprise remunerative; or, again, it may be that the industry was strangled by the avariciousness of a corrupt mandarinate. It is sincerely to bo hoped that the expert engineer who is shortly coming to examine these re-discovenes in the New Territory may find that tis abounds there in quantities which it would be worth the while of a company to exploit, aud so add a new and profitable enterprise to those already in existence and, what is equally important, furnish the Government with a new source of revenue.

Trovan is is generally known that the Chinese are largely concerned in the tin mining industry of the Federated Malay States, it is scarcely realised, outside those States, to what extent this is actually tho casa. An interesting article in the Malay Mail points out what is obviously true when it says the Homo publio is concerned with Malayan mining matter only when they apply to the small group of limited liability companies, capitalised in storling, which operate in the Malay Peninsula, and thus the public who rely upon the financial journals for their information derive the impression that the tin industry of the Federated Malay States is largely in the hands of European concerns. But the true under- standing of the case, says this well-informed writer, is that the bulk of the tin produced in the Federated Malay States is turned out by Chinese miners, ranging from the humblest individual fossicker to the huge undertakings of wealthy individuals of
