The Tear of Russia, in sending President Poincaré the Insignia of St. Andrew in honour of his election, writes at length to his "great and good friend," and emphasises that a Franco Russian Alliance is a basis of the Russian Foreign policy, adding, "A constant collaboration of the Cabinets of Paris and St. Peters burg is indispensable.".

SECOND. DAY.):
letter weather conditions favoured the second day of the meeting. Not only was the attendance very much larger, but the going was better. The course was fairly badly torn up, but it was not so holding as on the previous day, and some good times were made, though of course no records were broken. H.E. the Governor and Lady May were early in attendance, and the number of ladies was greater than on the previous day.
The event of the day was the Derby, The race was worthy of the occasion, and Fijian Chief, who was at one time the favourite, justified the hopes that were based upon his merit by winning from Sunlight, who had become favourite dur ing the past few days. Mr. Kadoorie's win was very popular, and he was recorded the congratulations of a large circle of friends. Mr. Kadoorie has been trying for almost seventeen years to achieve this honour, in Shanghai as well as here, and it has come to him at last. During the luncheon interval, a large party adjourned to his stand to offer their congratulations, and H.E. the Governor expressed his good wishes, to

This classic event aroused great interest, the honours going to Mr. Ellis Kadoorie's stable, Fijian Chief, who had dropped during the past few days from his position us favourite, justifying the faith of his backers. The ponies got away to a good start, Jambolini taking command, Sun- light lying second and Sir Bedivere third. Passing the stand Jambolini led by five lengths from Revenue, Sweet William bringing up the rear.. Towards the foot ball field Jambolini was still well in front, Sunlight being second and Revenue third. Sir Bodivers appeared to collide with Revenue and fell into last place. The Chief, hard ridden, got into second place, and raced neck and neck with Sunlight. At the football stand Jambolini still led, and at the mile and a half post Revenue fell into last place, while Sir Bedivere and Sweet William improved their positions. A correspondent at Berlin states that the King and Queen of Denmark were the guests of the Kaiser and Kaiserin. At a banquet yesterday evening the Kai- ser, in proposing the toast of their Majes. ties' health, said that he sincerely desired, and was firmly resolved, to develop the relations between the two countries He had decided to place the King a la ente in the German Navy."
The King, in reply, hoped that the Dano-German relations would develop on a firm basis of mutual trust. were two kindred peoples.
AIRSHIPS PASSING OVER BRITAIN.
EXCITEMENT IN ENGLAND.

LONDON, February 28th. Considerable sensation was caused at Portsmouth on Tuesday night when an airship with a powerful light was ceon hovering in the vicinity of the Marine Barracks and departed northwards. The police and others heard the machinery and watched the maneuvring of the searchlight
Excitement was occasioned at Hull Jate on Tuesday evening by the appearance of a mysterious airship. Crweds watched its movements and for an hours its lights could be easily distinguished. It is bo lieved that it came from the North Sea.
The German newspapers ridicule the iden that these are German air hips, They -point out that the four Zeppelins are Low at Johannistal, Potsdam, Frankfort, and Baden Baden, and that it is impossible
for them to reach the Yorkshire coast in the time alleged in England without a. long daylight fight from Germany or Holland, where they would be observed Moreover, there is no reason why they should carry lights on an illit night cruise.
