Volunteer Scouts, then concluding their encampment at Fan Ling. This is largely accounted for by the fact that for man-. aurring purposes the conditions were perfect. The air was cold and bracing, the atmosphere exceptionally clear and the country through which the reserves were employed, in addition to being beautiful to the eye, was comparatively easy for moving infantry in skirmishing urder and for making the attack, full of eover, with stretches of open land and Bufficiently hilly and well-wooded to hide the approach of the attacking party; while at the same time the hills, though somewhat stony at the tugs, were, more or less, covered with fern and grass, and
did not give that treacherous foothold experienced on the manœuvring slopes and mountain passes of former occasions.
In fact, the manœuvring ground, which lay North of the Western Section of the Sha Tau Kok railway and on to the frontier, was ideal in character and can only be compared with the moorland and hills of Devonshire, some parts of the highlands of Scotland, or among the Wicklow Mountains

at Lown.
The idea of the movement of the troops was that a marauding force of the Scouts (Blues) had entered the territory of the Reserves (Reds) and that a superior forco from Redland had been despatched to drive the marauders from Redland back across their own frontiers, which were bordered by the Sha Tau Kok railway.
It would appear, seeing that the Scouts had more or less taken up definite posi tions, that two courses were open to the Red Commander, which were, either to feel their positions directly up a narrow from Lowu valleynear Lowu, or, Station, keeping somewhat nearer to the Sam Chuen river, try to outflank their positions by a somewhat ofrcuitous route and over the hills thus making his approach, by reason of the cover afforded by the hills, for a long time unsuspected, and striking the enemy from a quarter where he was least expected.
For the purpose of the attack the re- serves were divided into four sections, under Section Commanders Carter, Evan-- Joues, Thornhill and Branch respectively, and after detormining without any delay they proceeded on their route and to fool the enemy's position. Until the summits of the first bills were negotiated no signs of the enemy were discernible, when after about one hour's marching and climbing, Section Commander Carter, in charge of No. 1 Section, semaphored that the enemy were in sight on the left of the line and the direction of advance was consequently altered for the attack and to act on the information received.
The line of attack having been altered and it appearing that Section Nos. 1 and 2 which were more or less moving in the direction of the village of Ping Tsia, being too far to the West, the supports consist-. ing of Sections 3 and 4 were called rapidly into the firing line and continued to feel the enemy over hills and paddy. fields until the village of Shan Kai Wat was reached.
It is difficult in extended operation and particularly when one forms but a suit in a
fighting force or a mere spectator following up a certain section, to give any appreciable opinion of the merits of the respective contesting parties and move ments of the troops, but it would appear that, when the Scouts were first sighted and their position felt, that it would have been the duty of the first and second sections to close more on their centre and add effect to the offensive; however this may be, the brunt of the attack seemed to fall on Sections 3 and 4, who quickly came in touch with the enemy, and eventually at the village of Shan Kai Wat cut, off their retreat to the Sha Tau Kok railway and compelled them to take to the hills. It would be difficult to say whether at Shan Kai Wat the Stouts were not out of action prior to their backward move ment to the hills. This is a matter that could alone be judged by a competent umpire.
It would be invidious for one of small military experience to criticise the work and movements on the day in qucation, but to one who has on three occasions been out with the Reserves, the following facts ara self apparent→→

more attention was paid to cover, though there is still too much exposure on the sky-line. Without doubt the Reserves have profited by their previous experience and are destined in case of need to be of good service.

I was particularly struck with the smart descent from the hills under the enemies' fire made by section 3 and the readiness with which they took cover in the valley and continued their advance.
With reference to the Scouts it appear ed that althought in many cases they fully appreciated the advantages and dis- advantages of the sky-line and cover, yet in some instances it was not difficult to see them when they were reloading their rifes, since they lifted them up to do so, thus exposing their position instead of drawing the rifles back along the ground and pushing them forward when re-
loaded.

It is to be regretted that neither the Reserves nor the Scouts were in full strength, for absentees, apart from the altered fortunes they might have made in the day, lost an opportunity of enjoy- ing a field practice under the most favour- ablé conditions.
