SUGGESTED NEW NAVAL HAR-

BOUR IN SCOTLAND

It is understood that the Admiralty have surveyed a site on the Fifeshire coast, about halfway between Kirkcaldy and Kinghorn, in order to decide whethor it would be suitable for a large naval harbour. The situation is at Seafield, where, about 20 years ago, the Caledonian Railway Company spent about £100,000 in constructing part of what was to have been a large breakwater, and in making a cutting leading from the railway lines to the shore. Their intention was to form at Seafield an extensive coaling harbour, but before the work had been completed they came to an arrangement with the North British Railway Company and agreed not to compete with them in the Fifeshire coalfield. There is deep water close to the shore, and the original plan was to creet the breakwater and then to. excavate landwards within the shelter provided so as to form a harbour. It is thought that the unfinished breakwater could be utilized in the new plans, and that the site is sufficiently near Rosyth Dockyard to be convenient for Admiralty purposes.

GREENOCK HARBOUR.

The Greenock Harbour Trustees have decided to begin their scheme of improve- ment by dredging the Albert Harbour to uniform depth of 14ft. at low water. This work, they estimate, will cost about £1,500, but it will form only the begin- ning of the plans which they propose to earry out, as after the Albert Harbour has beer deepened they will dredge tha Victoria Harbour. When they have secured Parliamentary powers to obtain the necessary money they will widen the Garvel Graving Duck and deepen its sill, erect a crane of from 150 to 200 tons lifting capacity at the James Watt Dock and a number of coaling cranes at other: parts of the harbour, and increase the berthing accommodation for coasting steamers. They propose to spend ulti- mately about £100,000 on the improve- ment of the port.

It is estimated that the cost of these improvements will be £55,000, and that, if they are carried out, the trustees will be able to rearrange the berthage of the coasting steamers and to provide additional accommodation for them. It is also proposed that one of the upper harbour ferrics should be abolished, and that the spaces at present used as landing stages on each side of the river should be utilized as coasting hertha.

In the House of Lords on the 14th ult. Lord Inchcape drew attention to the recent purchases of silver made on behalf of the Government of India, and Lord Swaythling explained the position of his firm, Messrs. Samuel Montagu & Co., in the matter. He declared that, from first to last, his firm had had no communi cation with his brother the Under- Secretary for India. The purchase and orders were regulated by the Finance Committee of the India Council, through their Chairman, and he was informed that his brother was not present at any meeting at which the purchase of silver was disenssed. The reason why the pur- chase was entrusted to his firm was that a "ring" had been formed in India for the purpose of rigging" the market against the Indian Government. It was necessary, of course, that the purchase should be carried out with secrecy, and the firm were afterwards congratulated on their
