BRITISH MISSION TO TIBET.

It is intended to send a further British mission to Tibet at an early date. This mission, it is understood, will be of am entirely pacific and diplomatic charac ter, having for its object the explanation to the Tibetan Authorities of the situation as affected by the establishment of a republic in China, and the re assertion of the last Anglo-Chinese Convention relating to Tibet.

THE JAPANESE EMBASSY.

Much interest was taken the other day in the removal of the Japanese Embasay quarters from the small hoaser Pimlico hitherto occupied to a mansion in Grosvenor Square.. From now all the diplomatic work of our ally in London will be carried on under one roof, an arrangement hitherto impossible, oving to the lack of accommodation. The staff used to be in Pimlico, the Ambassador lived in Grosvenor Gardens, and the special attachés had offices near Liverpool. Street station, in the neighbourhood of the Consulate-General. When all the internal arrangements are complete, the new Embassy will be one of the finest in London.

PROPOSED ENGLAND TO ANDIA PLIGHT.

Some months ago the plan was mooted of a great flight from England to India overland, but it has taken a long time to plan arrangements by which the com- peting aviators could circumvent the peculiar difficulties of so great an undar. taking. Now there seems to be some prospect of the scheme materialising by the end of the year. The route decided apon, after consultation with the Royal Geographical Society, is one of 4,800 miles, and it is estimated that the aerial journey can be accomplished in twelve days. Nobody will set out to achieve time records, the real object being to cover the long and dificult flight success- fully to show the capabilities of developed aeroplanes. A number of Indian potent- ates are supporting the movement, among thom the Begum of Bhopal and the Maharajah of Jodhpur, who have each given 3,000 rupees, and the Maharajah of Bikanit, who offers a prize of 4,000 ruples.

THE NEW COLONIAL SECRETARY FOR CHYLON

Colonial circles in London are taking special interest in the appointment of Mr. Reginald Stubbs, of the Colonial Office, as Colonial Secretary of Ceylon, in succession to Sir Hugh Clifford, who has been appointed Governor of the Gold Coast. He is a son of the late Bishop of Oxford, and since he entered the Colonial Office he has displayed unusual ability and a liberal mind. All his service, there has been in the Eastern department, and no other member of the staff knows inore of the eastern Colonies. Last year he was sent, it may be remembered. by Mr. the Harcourt on a special mission

to F.M.S., the Straits and Hongkong inquire into the government services and to suggest remedies where necessary in view of numerous complaints. Nearly all his recommendations were accepted on his return. As Sir Henry McCallum's term of office will soon expire, and as his likely successor is understood to be Sir Sydney Olivier, whose experience of the Colonial service has been confined to the West Indies, Mr. Stubbs' position as Colonial Secretary, will be of more than usual importance, He will probably he able to impress his ideas on the solving of the liquor traffic, education and rail- way extension problems that have arisen in Ceylon.

THE CRISP LOAN.

A City correspondent, writing on the Chinese loan, says opinion in and about the Stock Exchange is that the Foreign Ofico has made itself ridiculous. But I find a good many people of the opinion that Sir Edward Grey is really glad the loan is being floated thus, instead of by the Six Powers, as he is relieved of a very intricate piece of responsibility. As a matter of fact, the public often runs off in full hue and cry after wrong explanations of such incidents as this. The correspondent, however, continues

Those responsible for the issue do not seem to have any doubt that the claims mentioned by Sir John Jordan will be met by the Chinese Government; but the saggos tion advanced that the indebtedness for ar- rears on the Boxer indemuity and in other respects totals a sum of ten million pounds -is-regarded as absurd. Such indebtedness cannot be traced is this. country, and we know practically all the Chinese transactions in respect to previous issues. The only man- ner in which such a total could be reached would be if certain interested persons had been meeting payments due from China to subscribers themselves and it would be interesting to know, if sach has been done, whose money has been employed, what was the guarantee given by the Chinese authori ties to warrant such employment, and whether the real owners of the money knew the purpose for which it was applied. It is true there are certain lonas to be repaid next year, but, even so, the total due is for.. short of ten millions,"
