It is worth pointing out that the annual public expenditure in the Anglo-American and French Concessions of Shanghai, com- bined, is not one-half that of Hongkong, though the population of Shanghai, both foreign and native, is considerably larger. The Shanghai community pays nothing for its defence, except the cost of maintenance of its Volunteer organisation. It is true that no British troops are permanently stationed in Shanghai; neither can they be said to be stationed here for purely local purposes. They are here for Imperial reasons.
