Thursday, with its debate on the second reading the Estimates, was doubtedly, de most important meeting of the Legislative Council held throughout the year, and with the exception of one or two subjects the debate was interesting because of the abnost complete unanimity shown by official and unofficial members in the policy of the Government.

The Government would hardly be human if it did not afford causes for criticissa and complaint on the part of the representatives of the community, but when it is recognised that it is doing its best, at times perhaps a very imperfect best, any criticisms and complaints that are voiced are usually advanced with moderation. That was. very apparent on Thursday, for whatever objections to any policy were urged they were expressed with a pleasing absence of feeling.

When the Director of Public Works re- plied to certain criticisms regarding the condition of certain roads he remarked that the roads were very much in the public eye at present. I wonder if he mcunt that literally, because I have seen people in these dusty days removing some of the road from their eyes.

The remarks of the Hon. Mr. Osborne on the subject of the water supply of the Colony must have struck most readers as being sound common sense. It is not con- sistent to preach the gospel of cleanliness to the Chinese if we at the same time do not afford them the water necessary to attain this end, Among the Chinese at present it seems to be a case of "water everywhere, but not a drop for washing."

THE REPUBLIC OF CHINA-

PROPOSED NEW PROVINCE. At a recent meeting of the Cabinet the proposed conversion of Jebol into a Pro- vince was discussed. The Ministers de- cided to report adversely on the matter to the President.

In the National Council yesterday evening a Presidential dispatch was rend

2 regarding Canton's proposal to give the 3 land fax as security for the Canton loan. The dispatch stated that the Tutu of Canton has telegraphed suggesting that in order to relieve the financial stress the Provincial authorities intend to contract a loan of five million gold dollars from American firms for the purpose of open- ing a bank. The terms of the loan are as follows:-Interest six per cant., price 08, repayable in twenty years time, security the land tax. It was also stated that this security would not affect land ownership and that the lenders would have no control over the provincial finances.
