CHINESE EVADING TERMS OF THE SHIPPING ACT.
The Mercantile Marine Branch of the Board of Trade, says the Morning Leader, is evidently fading that Joba Chinaman is too canning to be caught by the various clantes in the Mor. chant-Shipping Act, which define the condition of bis employment in British ships.

when a Chinese crew has passed the languago test, and has been thereupon engaged at one- port for transfer by rail to another, some of the men have been replaced en route by other Chinese sailors who did not understand English.
Owing to this, the Board of Trade that, should any farther cases of personation gave notice occur, the board will be under the necessity of considering the withdrawal of the facilities at present granted for engaging a Chinese orew at port other than that at which a vessel is lying; and threaten to consider further steps to ensure compliance with Section 12 of the Merchant Shipping Act, with regard to the language test. Long before Me. Lloyd George's language test came into force (19 6), the Morning Leader was pointing out the grave danger of allowing British ships to be manned by foreign milors who could not understand the orders given, because the orders wire given in English. Instances were cited from time to time showing the loss of ships from this very causo,'-

was shown in this paper (writes a Morning Leader representative) that the very class of cheap allen labour against which the test was shledy directed, the Chinaman, were evading the test wholesalo.
The first steamer which signed on a Chinese crow in London after the test came into force ia Morning Leader representative was present) got away with the men, in spite of the fact that ão more than two out of 30 could speak a word of English. Attention was drawn to this, and the test was made more stringent.
The test effectenlly kept out of British chips the European who did not know Fing liah. But, in spite of the test and its re peated alteration by the Board of Trade to meet the wiles of John Chinaman, the latter found holes in it by which he got aboard să a British sailor in increasing numbers.

When the test was first applied John discovered that if he were a British subject It did not matter if he could speak English or not. The Board of Trade have long known that personation—a serions offence under the Ship ping Act was being practised by the Chinese boarding-masters. But it is rather difficult to fell one Chinsman from another; and it was that the beard's officers could prove an rare offence under this head. A London paper of the 27th ult says: Unqualified Raccess has attended the tests of the new 13.3-inch guns mounted in the Dread- nought battleship Orion, which were concluded off the Owers Lightship yesterday.
The trialz have proved conclusively that the new pattern gun-mounting is a success, and that the battleship is able to stand the strain cansed by the firing of the gans, Experts declare that the ship behaved splendidly, and showed no algas of weekness-testimony to the sound workmanship at Portemouth Dockyard.
