Mr. F. Huth. Jackson, President of the Institute of Bankers in 1909-10 and Director of the Bank of England, gave au address on the subject of "The Bank of England" at the Society of Arts, Adelphi, recently in connection with the fifth international course of lostaros on commercial_expansion. He said the original sharter of Corporation of the Bank of England was granted in 1694, but it has been universally recognised that the real history of the Bank as it is to day dated from the Bank Charter Act of 1844, which was introduced and carried at the instance of Sir Robert Field. The main criticians made nowadays against the Back Act were two. It was first of all-maintained that the gold reserve of the Bank was too small consider ing the enormous amount of banking deposits of the country. It was suggested, therefore, that the fiduciary jasno should be gradually reduced and replaced by gold. It would undoubtedly be a more satisfactory state of affairs if the whole of our nota isano were based on gold, hut wha wou to pay for this? It would cost at least tarco per cent, per annum on the

BANK NOTE ISSUE.
The next important function of the Bank of Englund was the exclusive, or practically e1. clusive, right of nots issue. It was often re- marked that thap rarely if erer saw a dirty Baak of England note." This was das to the foot that the Bank never re-issued a hank note. Even if they wore to go into the Bank and de mand a £5 note for five sovereigns, and were then to walk across the floor and exchange the noto for gold, that note would be destroyed. The Bank had adopted this principle not in the interests of cleanliness but in the interest of secarity; as they found that by this practice, aponaire though it might be, they avoided und the public avoided mass of the risks of forgorg PI. The Bank issued dotes in denominations of
£10, £20, £50, £200, £500, and £1,000. Of these by far the greater proportion was in £5 notes. and the proportion was always jncrossing. What was nowadays the m
most important function of the Bank of gland was its position as pro- vider of the emergenes currency of the country, As he had already said, the currency of this country was a longer bank notes, or even gold, Lut choques. Those obeques are issued against credit balances with the various banks on which the cheques are drawn, and at times the banks find that the amount of the cheques drawn. especially when dividends are being paid, would bring the amount of their item of Cash in hand and at the Bank of England" dangerously low. It was not a question of actual cash, as most of these cheques and dividend warrants were paid through the clearing. The object of the banks,
therefore, was not to replenish their tille but to replenish their balances with the Bank of England. They, all of them, had large lent out on the Money-Market tcall. These they proceeded simultaneously to call io. The borrowers found that the money thatone bank calls" could not be obtained from any other bank, and they were, £horalóre, com- pelled to go to the ons remaining soures of supply, the Bank of England. They borrowed thero practically the same amount as the bankers had called from them. No actual money passed; the whole thing was done by transfer at the Bank of England.
