THE AMERICAN MERCHANT.
MARINE.
Reviewing the story of the American. Merchant Marine by John R. Spears' published by The Macmillan Compsay, Now York, a reviewer says:—
Although there is a continuous output of books on shipping, yet it is a rare event for cze to appear which deserves a welcome. The majority of writers are content to indulge la more or less lengthy and accurate descriptions of the several types of chips which have from time to time existed, trusting to a free use of
to
imperfectly appreciated technicalitics sad до less free abuse of the term "crolution" to establish their reputation to which ships were pat, of the working of cause and effect in the devolfpment of typos, and of the relationship of the shipping industry to national policy—of these, and of muy atker important matters, as a rale we hear nothing. Mr. Spears has not adopted the showy pesado saientific method, vor has he looked to mile to bear out a preconceived theory of "romance" hu bas been content to write a plain and straightforward account, which prowds logi cally from beginning to end, and is worthy to be called a history.

grave losses when they tried to put steamships after the model which suited those inland waterways, on the rougher gocan. This was at least is
in part the reason why the United States
were left behind in the development of steam navigation. For
short time, however, they hold their pwn with the magnificent clipper sailing ships of the middle of the century but as steam and steal advanced the day of these ships passed. Of course the deedcle of the sixties was only very remotely connected with the Civil War
and the Alabama. Had that been its cause reviral would inevitably have taken place after that war, as it did after 1815. It is often stated, too, that the passing of the era of wooden ships was the determining cause; and undoubtedly this had its effect. The United States of the sirties wore-rich in timber, but their iron iron and steel works were not yet developed. It is noteworthy, however, that this inferiority in the use of steel bu long sines passed out that the revival of American merchant shipping is not yet in sight. Why should this be?
The reason, almost undoubtedly, is that the moa of sailor men, properly so called, passed when the antling ships passed; that the old apti tids for the sea coased to be enough to take's man to sea. And, what is far more important, the enormous territorial expansion of the United States offered so many profitable investments that it became dificult or even impossible to attract capital to the sea, where the conditions were unfavourable and the competition very gerere. These considerations have been lost sight of by the majority of writers and publicists in
