The people of the United States, in the Philippines, are trustees of a zieher estate than as yet they geom willing to believe. As you become acquainted with the resources and of the islands, you begin to share the impatience of American resident with the depreciatory talk of the professional anti Imperialists of the Eastern States. The estate, it is true, is sadly neglected and undeveloped, but it has almost bewildering possibilities. Certainly thore have been conspicuous examples of failare among Amerioans who have started hopefully to make a career for themselves as Philippine planete. No less certainly, however, there are new not for cases where the new-comers smear to be in a fair way to achieve success. Nor does it seem that there should be anything

the climatic or other conditions which make plating in the Philippines materially differ from a similar life in. for instance, the We Indies. The West Indian negre landholder may be more ready to respond to the spur of emulation furai- hed by the example of his white neighbour than is the Filipino. He may also be sure satisfactory labourer. But neither fect enn be held yet to have been fairly demonstrated; and it is curious that Filipinos are actually being imported as labourers into the Hawaiian Islande, where they seem to hold their own fairly in competition with Japanese and Portoguce as well as the native Hawaiians.
One is tempted to enspact that failures in the Philippines have rather been das to the inexperi- enre of settlers soenstomed to the widely diferent circumstances of farming in the United States than to any insuperable dif. culties in the conditions themselves. Meanwhile, herein, as in other things, there entore the doubt of the permanence of American rule. It is not easy to secure outside capi al for investment in agriculture in a land where the wlitical future is as uncertain wit is in the Philippine.

Twelve years ago the Philippines were the scene of war.
