HIGHER INTEREST IN JAPAN..
As already reported, proposal has been mooted among Daaks bankers to incremes the rate of interest on deposits. We now learn that practical agreement has boon arrived at to raise the present rate of 1.2 son (4.38 per sent.)
in London, that as a large firm they were entitled to preferential treatment over small shippers, The paragraph referring to this continued "It is idle to say that the small shipper would not suffer. In recent steamer we had no less than 278 single shipments; there are many shippers who have only two or three marks, and some only one constituent in South Afries. With regard to cargo from New York, it was stated. that there were three or four sailings in the course of a month, but there were ouly 20 *ailings from New York in the whole of 907 It was pointed out that the time taken from New York to Delagos Hay, the leat port of discharge, for the six con- ference steamers quoted was two to three weeks to 1.4 son (5.11 per cent.) on current accouuls longer than that taken by the steamers from { and to raise interest on fixed deposits from 5 England loading to Natal and Delagoa Bay, and that the steamars from the United States did no sail at regular times, but walted until they were full. The assertion was made in Johannesburg that a redaction in the number of sailings would enable the shipowners to reduce boat freights, but the fact was the tailings had been reduced owing to the dulness of trade, those of the mail companies by about one-fifth. There was a difficulty in the way of reducing the sailings all round, as each fine controlled its own sailings, and it was thought that any reduction in the snillage of the British steamers

special contracts made with municipalities and corporations for the carriage of stores, it was asked whether, if the necesary authority was not prepared to compel those bodies to shaman from putting up their shipments to public Lender, the shipowners should be debarred from tendering for such sargo in the open market. Under the beading The Suggested Remedier, Sir Donald referred to the three kinds of suggested remedies put forward in the summary of South African evidence, | namely ---(3) Abolition of rebatea by legislation; (2) consultative board or control by board or by arbitration ; and (3) exeraise of Government induence. The first and, third proposals were referred to in the shipowners memorandum of last year, but the second was discussed at some length in the present evidence. The mail com pany were prepared to submit to srbitration any question arising on any bargain they might have entered into, but were not prepared to submit to the decision of any body the question of what bargains they should enter inte, or upon what terms they should be compelled to make bargains. "There can be no justification," Sir Donald said, "for claiming aneh_control ver shipowners in ocean trading, where we have no advantages such a are given by statute to railways upon land; and I ask apon what principle the Bouth African Conference lines, or the mercantile marine of this country
in
view to simultaneous action being taken. According to the Tokyo Nichi-Nichi, bankers in the capital have not yet held a confer ence to consider the question. Dealing with the market deurense shown of late in the deposits of Tokyo banks, amounting to about Y3000000 us compared with the figures at this time last year, it is polaited out that the decreass is most notable in the case of current Bocounts, amounting to about 118,000,900.. La fixed deposits the dicrosse is while special current accounts bare deposits show an incress to the amount of F1,800,000. As regards surrent accounts the lorease is accounted for by the fact that a ditional capital for established companies and share money of new companies, deposited with banks during the business boom, have now. been withdrawn to pay for purchases of ma chinery or employment in active operations. There are even some companies which had deposits in banks last year which now have overdrafts. Deposite of such a nature cannot be recovered by increasing the rate of interest, and as no special diminution is observable in fixed and special current accounts it may ba doubted if the decision to raise the rate of interest will increase bank deposits. The in terest paid on Ecohequer bills has been raised to 1.3 sen, equal to 6.57 per cent, and it is thought tue dopos te in banks may have ben converted into Exchequer billa to some extent. To resist this movement, in which the Government is competing with the banke, it would be necessary to raise the interest un depoalts to 6.6 per cent. and bankers will hesitate to tako this course. It is evident, however, that a higher rate of interest on current counts will tend to attract Those who may bà boirding money, while there are others who would be decided by a slightly. increased rate to deposit money withdrawable on application to investing in Exchequer bills.-- Japan Chronicle,
U.S. TARIFF AND CURRENCY.
Washington, Feb, 6th. The spasm of agitation in favour of tariff revision has subsided Mr. Beveridge's excellent speech advoosting a commission roo-ived scant attention yesterday in the Senate. The repre- rentatives of the larger commercial cities were politely received by the President,, but no promise of a special Morsage, urging tariff revision was made. Speaker Cannon, with direct frankness, told the delegation to expect no tariff commission and ne tariff revision this session. The only consolation they received was from Representative Payne, the majority leader, who assured the committee of merchants and manufacturera fhat a tariff revisión plauk would be incorporated in the publican National platform this year, As was expected, political, not economic, considerations have triumphed, --
general, are to be singled out for exception legislation when the iron-master, the steal manufacturer, the produce broker, the trader the manufacturer, and the shopkeeper are left to settle their own affales and conditions with their customers." On the subject of consultation Fir Donald was more hopeful, and he ended his | letter thus :---" Let me add once more that from Best to Ist the shipowners engaged in the Bouth African trade have been always anxious and ready to meet with the merchants to con sider in a fair and reasonable manner their respective interests. It is quite possible, I think, to arrive at some simogement with the Merchants Committee, not only with respect to the mode of arbitration about rebate, bat also as to the stringene, said to be connected with the conditions of the Commission (Rebate) Circulat, as well as to the settlement of the classification of cargo, and of ressouable notice of any alterations in rates of freight, It has been said in South Africa that the committee of merchants in London is not sufficiently repre- sentative; but this is a matter which is entirely Inquiry aming Republican and Democratie in the bands of the merchants themselves. leaders indicates that precis dy the mamy conrae Whatever may be the constitution of the com- is prop-sed with regard to smerenoy legislation. mittee of merchants, there is, in my judgement. | The Aldrich Bill is not regarded as satisfactory no satisfactory and lasting mode of settlement by those whoss judgment counts for anything, of basiness, relations between merobsets and Fet it is the Aldrich Bill or nothing. -shipowners which can be secured otherwise Beorotary Metcalf will probably be compelled then by their meeting together in frank | to rosept £8,200,000 instead of the £15,000,00 and friendly co-operation.". „As to what secur- he wants for naval app pristions.
