Rassis and by other persone Carriage in bulk was attempted in 'harges and small sailing verrals built of wood, and considerable savings were. effeated. In 1869 a sailing vessel 148ft, long was built on the Tyne to carry oil in bulk; from 1869 ta 1872 Tessel named the "Charles" of 794 tons, carried crude oil across the Atlantic in tanks built into the bottom of the hold.. Ia 1873 ar iron steer the Vaderland of 2,750 tons, was built by the Palmer Company, of Jarrow, for the Red Star Line, and, fitted with tanks for carrying oil in bulk, but apparently was never so employed. In 1878 ao from tank steamer the Stat), built in Norway and Atted with large tanks, brought the drut crude petro, Jeum in bulk from the United States to Europe. About 1885 the construction of oil-tauk steamers began in earnest. This action wa greatly influenced by the rivalry between the oil regions of Eustis and the United States; concurrently several existing cargo steamers were converted into innk ateamers. Mr. Biedermann of Bremen took a leading part in tble enterprise, one of the earliest succesful types of steamers, specially designed for oil. carrying having been built for him in 1883 by Messrs., Armstrong. Whitworth, and Co. Tha Anglo-American Uil Company from 1888 on. wards have been prominent in the construction of task stomers, and now 21-vessels, having aù aggregate carrying capacity of over 100,000 tons. In 1892 the Shell Transportand Trading Company, under the direction of Sir Marous Samuel, tegan operations which have included the development of oil-felda in Borneo and elsewhere, the construction of numerous tank steamers, the trans. ort of oil in balk to the Far East, through the. Suez Canal, and the development of the system by which general cargoes are carried without injury on the ratura voyages of steamara which transport oil in bulk on their out- yard trips. This company now owns 19 tank steamers of nearly 75,000 tons gross tonnage. Th less than a quarter of a century the marine transport of petroleum has been revolutioniz d and a great feet of special tank steamers has been created. In 1865 the United States sent 202,350,000 gallons of oil to Europe, of which 12 millions only were carried in bulk and the rest in barrels. In 1906, 486,500,000 gallons were brought across the Atlantis, of which only, 1 millions were carried in barrels and the remainder in bulk in tank steamers. In 1885 the Rosian Dilcarrying steamers in the Caspian sea were 23in number, their unitod of storage capacity being about 700,000 cubic feet; in 1906 there were 131 steamers, with a capacity of 5,300,000 cubic foot. In 1886 there wore only 12 tank steamers, carrying oil in bulk; in 1907, 244 tank steamers were on service, the aggregate.grósa tonnage of which was about 645,000 tons. Great associations like the Anglo-American Oil Company or the Shell Transport own and work large sets and the Standard Oil Company
is said to own or control- 60 steamers whose combined capacity for vil carrying amounts to one and three-quarter million barrels, or more than 260,000 tons of oil. Tank steamers have developed rapidly in size. during the last 22 years, in ob dience to the universal law that economy in cost of transport increases with indroase in dimensions. A
typical vessel of 1885 was 30 feet in length and 2317 toba (gross). Now tank steamers are on service exceeding 500 feet in length and 9,000 tons (gross), The Narragansett of the Anglo- American Oil Campany's fleet-is 512 feet long, 9,200 tons (gross tonnage), and about 21,000 toge displacement at lead draught. She has no ail capacity of nearly 1,000 ona (dend weight) This vesal is reported on several trans. Atlantio royages of 3,400 miles to have maintained an sverage speed of pearly 11 kuota, with a cosi expenditure of 870 tons, the average dead weight of the cargo. being 10,50.tone, These figures indicate the remarkable economy of marine transport under present conditions. in vessels of large size Taking the price of cost at 15s, per tou, the transport of 1,000 tops over a nautical mile costs less than 5d. for fuel..
The use of oil fuel as a substitute for coal in tank steamers baż naturally resolved mnob oon- sideration. According to Lloyd's Register, in 1907 no lose than 164 vessels aggregating more than 300,000 tons (gross) were fitted for using liquid fuel. There have been many experiments, some of which have been declared to be highly successful. A tank steamer named the Silvar In this large and handsome volume the author lip, owned by the Shell Transport Company, has produced a history of the sea and river trans-steamed from Singapore to Daver the Cape, port of petroleum, including an account of the without a stop, in 18 days, at an average speed. development of tank" steamers carrying oil in of 10 knots, carrying a dead weight of 10,900 baik. This work neusssarily takes the form of a

Some parts of the book are devoted to elaborate descriptions of work done by particular firms or individuals, which might be abridged with advantage in future editions. On the whole, however, there is ovidence that the author desires to be impartial and accurate in his state ments of fact, and in the assignment of credit for improvements, As a book of rofurence the volume has considerable value. The sources from which information, has been drawn are speci-ed management and special arrangements in the fied, and where conflict of evidence or opinion embustion chambers of boilers; and experience exists the author states the case fully. It is almost startling to note that less than half a coutury ago the production of mineral oil, on a commercial scale, begin in the United States. In 1861 Mr. James Young, the inventor of paraffin oil, made a visit to Amerios he is reported to have expressed the opinion then that the production of mineral oil would "not lasa singular proof of the danger of prophesying. In 1906 the total output of mineral oil thoughout the world was volimated to exceed 28 million tons, of which about air. teen millions came from the United States, 1859 16 1906 the tul ontpat of the United Slaton has been about 240 milion of tons of oil. The annual import of oil into England is estimated at 300 millions of gallone

hour. Allowance must be made, of course, for the much longer voyage of the "Silverlip," and for incidental advantages arising from the use of oll fuel, including the reduction of stoke-bold staff. But it is a significant fact that, up to date, the majority of tank steamers burn coal, The use of oil-fuel in small swift vessels of the torpedo flotilla, or as an auxiliary to coal in warships of rger size, is governed by alto gether different considerations than thosa prevailing in the mercantile marine, In all cases the successful use of oil-fasl r'quires skill.
To the design and cous ruction of vessels for carrying liquid cargoes spec al problems have to be solved in connexion with the stability, the strength of partitions, the oil-tightness of all parts of the structure, ventilation, provision for variation in volume with change of temper.ture, and other features. To these problems great attention has been devoted by many able men, and as experiones has been gained more and more satisfactory, results have been secured, In the book under review these matters are discussed in a p polar manner, and the sections devoted thereto bave much interest
