M. Edmond Blain, the owner of Gouvernant, is too much a man of the world to make a fuss in public. Ho accopted the defeat as a gentle- man, attributing the same to the weather, and at one gave instructions for his horse to be seat back to France, in time for the Grand Prix, hoping this time to be more successful. As a rule, the majority of the detained are contented with the day of their release arrives, and show no remaining in their cell, quietly waiting mittit inclination to distingaish themselves, either as monitors or litterateurs. For all that, so ba- portant a movement as Prison Libraries deserves to be encouraged more than it is, not only in France, but in every other country as woll. The ion is really a good one, in every sense of the word, and sets us a powerful brake on increasing innraorality.

The Socialists maintain that all the Papal promines of not interfering with France have been broken, that times have changel since Napoleon signed the Concowlat, and that that document must be dono away with before long. This cannot bo effected without serious complications, not to say graze quarrelling. All efforts made to minimise the little trouble beteau His Holiness and the Republic have failed. PRINON LIBRARIES.

It cannot be said that much attention hus been given to Prison Libraries in France up to the present, despite the fact that as morali ing agencies they are unquestionably invalua- ble. The idea in France was made known by accident in 1847, when a prisoner was specially allowed to have some books, by way of abridging his long leisure: On the expiration of his terms of imprisonment, he sold these books to a fellow prisoner, for a small sm; while Circulating Library, for the benefit of his the new proprietar converted them into a co-détenus, who were delighted to pay the small weekly subscription, in order to brighten their thoughts, Two yours later, in 1849. the Prison Commissioners were so well satisfied with the

The economical and moral, as well as the physical effects of this change in the habits of Parisians, are very far from advantageous. Almost more prominent still. however, as the political effects. The life of the workmen in the cabarets and frequented by them daily isoulivened by the "petits verres that are in constant, demand - Tho fumes of
