RUSSIAN PAPERS ON JAPAN, As I rumarket in my last lottor, tho Russian papers are devoting a good deal of attention at present to Japan, not only political papers like the Kusky Viedonesti (which is now publishing series of fine articles ou Japan by the foremost of Russian journalists), but even comic and society papers. The woll-edited Niva has, in one of its last issue, a short, moderate accruat of the present trouble with Japan, accom panied by good photographs of General Katsura, Minister President, and of General Kodarun, "Coin munder-in-Chief of the Japa- nese army," these photographs being taken specially, it is stated, for the Nima.

On my way to Part Arthur fom Cerea some time ago, i met a German who belonged to the German colony on the Volgd, which nambury nearly half a million people, usd of which the mombers are deseruded from immigrants who went to that region in the eighteenth century in response to the invitation of the Empress Catherine. It seems that this nalony waK promised the perpetual right of self-govern urent, completo religious liberty, and freedom from liability to military service, but that, of late years, these privileges buvo been one by one withdraws. The members of this colony are still, however, more German thay Russian, remaining. in language, in religion, in their domestic habits and social customs, the same as when they first came to Russia over a century ago. They still wear the old German-costane— they are closely shaved, and in many respoets form an indigestible morsel like the French
kettlers in Canada.
This is an exceptional ease, however, for the Germans seem as a rate to adapt themselves I am afraid, how. quickly to Russian waye evor, that until the process of adaptation is com- pleted, they are cordially hated the commen people.
