The following excerpts are male from HE. Sir Frank Swettenham's speech in introducing the Estimates in the Legislative Council at Singapore on the 10th inst.:---

The total value of imports in 1902 amounted to about 371 million dollars and of oxports to nearly 3011 millions, thus making the million Egregate value of the trade: 653 dollars an increase of millions, or 13 per "cent, over 1901. Ninety-two cases, with 67 deaths ucearred in Penang and Provises Wallenley. Four sporadie oues, of plagas "occurred in Singapore. Smullpox existed in Malacca constantly throughout the year, but the disease never reached serious proportions. During the presont roar plagne - pas introduced into Singapore, by immigrant ships from China. Prompt measures were taken to check the disease. and the outbreak did not spread lo- yond the Quarantine Station at St. John's Island. Provision has been made for a Resident Medical Offerr on this Island, and also for the carrying out of certain desirable special services in connection with quarantine. Extensive improvements have already been executed and others are in progress.
