THE BRITISH ARMY IN 1902.
A Blue-book was issued on the 21st alt, con taining the general annual report for the year 1902, with abstracts from the returns for previous years. It is stated in a preface that the general anazal report on the British Army form a consolidation of various returns which it has hitherto been the custom to issue at uncertain and varying periods. Under the system now adopted it will be possible to publish the in- formation earlier in the year and those in. terested in the various branches of the Army will be able to obtain all the information they require from one book It is explained that the pressure of war has prevented the publica- tion of this return for the years 1800, 1900, and 1901. Units engaged in active servico coald not supply the information required, mor, con- sidering the amuner in which they were divided, would the information Lave been accurate. There are, therefore, certain gaps in this return, but these will, is ragarda futuro posra, ba Atled
dearer thou Liverpool, as that between ten and twenty then and bales kara bees shipped to the States from the latter port to be tendered against futuro contracts there. It is said that the doings in the cotton market are beginning to cause serious uneasiness in financial circlen In America, which may possibly leat to n curtailment of eradits add a Ipil in the movement. It is also reported that one of the largest operatora in New York is now soiling oat, having expressed his, perfect willingness to allow others to profit by any further advanco. He can all offer to do so, considering that he began t bay at 83. and is now getting 1to, for his eton, or rather for his contracts. Still a repetition of the squeeze witnessed in the mouth of September, 1903, when middling American Liverpool zose to over 7c. por lb, might happen again this year. The visible supply of the world is about 600,000 Pc. less than last yearand with a lato crop, such as the one now in the fialds breitens to be, stocks during the late summer months must zua very low; besides a great proportion being low-grada cotton hardly fit for the mills Loft alone the article would under the cleount stances probably hare risan in value on its owa merita steadily but slowly; bath importers and the trade, as well as consumers at home and abroad, would have gained confidence and basiness everywhere would have been flourish- ing. Such violont fluctuations howover prices, owing to continuous manifestations of the different American operators, have under-up in subsequent fasues, gono over since the beginning of the season, must necessarily interfere with the healthy development of trade, and so one hears ferm all quarters spinners' and manufacturers' complaints of the unromanorati reness of the present range of prices of goods. Still, from all I can learn, they are well engaged in Lancashire and are working full time in Saxony, on the Rbine, and nearly all over Germany. They are chary, however, of booking ardors far ahead in view of the uncertainty of the fatues ocurse of the article and the heavy discount at which distant futures are selling.
