AN INDIAN VIEW, AN The following remarks on the now Anglo- Chinese Treaty are from the Times of India
It would be premature to express disappoint ment because the Angle Caness: Commercial Treaty, from which so much bensit is expected to flow, was not formally signed at Shanghai on Saturday last. Sir James Mackay declined to sign the document because the Imperial Edict notifying its provisions to the Chinese public was Bol in accordance with the Trasty itself on ono particular point, that of the sartux., Yet evos Imperial Edicta are, wat beyond the reach of modifying supplem nt, and there need be no real apprehension that the new diflcuity will not be satisfactorily urcang, The terms of the Treaty have been accepted by both Governments; if the Edict does not correctly repeat the ciuitas concerning the surtax, the discrepany can soon be made clear; and when Sie James Maskey, in spite of so many lagabrious predictions, bas

The British Govern- meat consents, in return, to the imposition of a surtax on foreign.importe, in addition to the present import dass, the surtax being also tavled on Chinese produce destined for export abroad, The aurter will take the place of the revenue thouretically lost by the abolition of tekin, though in practise it should place a far larger som at the disposal of the Imperial authorities. for it will be collected by the Imperial Mari- tims: Customs, and there will be no loss by

Chinese import duties have hitherto been at the nominal rate of 5 per cent, and valorem, though in practies somewhat less has been levied. Under the terms of the Protocol of 1901, the Tariff Commissionera have boon framing a tariff which substitutos for the ad valorem duties specific duties at roughly equivalent rates. It is this Tariff, presumably, which Renter indicatoa as destined to come into fores next month. The surlax which replaces lekin is to be the equivalent of one and a half times the import duty; hence, where the Low Tarif charges the full 5 per dout. the total suun to be paid in import duty and surtax will be 121 por cent,; while where the new Tariff does not exceed the present rate of about 44 per cont. the total impost will not be more thau 10 or 11 per cent.
