AN INDIAN VIEW, AN The following remarks on the now Anglo- Chinese Treaty are from the Times of India

It would be premature to express disappoint ment because the Angle Caness: Commercial Treaty, from which so much bensit is expected to flow, was not formally signed at Shanghai on Saturday last. Sir James Mackay declined to sign the document because the Imperial Edict notifying its provisions to the Chinese public was Bol in accordance with the Trasty itself on ono particular point, that of the sartux., Yet evos Imperial Edicta are, wat beyond the reach of modifying supplem nt, and there need be no real apprehension that the new diflcuity will not be satisfactorily urcang, The terms of the Treaty have been accepted by both Governments; if the Edict does not correctly repeat the ciuitas concerning the surtax, the discrepany can soon be made clear; and when Sie James Maskey, in spite of so many lagabrious predictions, bas

Chinese import duties have hitherto been at the nominal rate of 5 per cent, and valorem, though in practies somewhat less has been levied.
