In concluding their report the Committee state emphatically that the only chance of a general improvement in military education- and in the consequent officiency of the Army..... lies in an honest system of promotion by merit, following upon tests conducted in an honest and practical manner, honestly reported on, and ALWAYS FRESH AND RELIABLE AT THEIR AGENTS-

The general trend of the evidence in in the opinion of the Committee, to indicate that the early education of the young offer has not, hitherto, been conducted on proper lines. Those educational dèfects appear not only among those officers who have entered the Army from the Militia, but also among those who have been acressful in the competitive examination for entrance into Woolwich and Sandhurst. The Committee recommend that Woolwich and Sandhurst should be retained. They do not propese to necommend that the entrance into del auled upon by the authorities. So long as bese institutions should be determined other mediocrity permitted to pass master, and wise than by the present open competitive signal ability to meet with no abstential examinations, but they point out several recognition, it is speless, they think, to hope defects in the entrance axaminations which for any valuable results from verbal amezd should be remedied. Several compulsory sub-ments in the regulations. No. examinations, jools are recommended; and it is insisted that a knowledge of English as tested by composition, together with an aonaintance with the main facts of the history and geography of the British Empire, ought in future to hold the first place in the examination, sad to be exsoted from all candidates. Erary officer in His Majesty's Service ought, in the Committee's opinion, to be able to express himself clearly and correctly in his own language, and to have a reasonable knowledge of the outlines of the history and literature of his country, and of the geography connected with it. They are aware that it is said that history and geography, land themselves most easily to cum,, but they believe that with some as in the method and cendust of the examination this danger way be avoided.

It is of almost equal importance, they cou sider, that every officer should have a thorough grounding le the elementary part of mathems ties. But they think that elementary and geometrical drawing, which nader the name of practical geometry is now often used as un introduction to theoretical instruction, should
