It could if the FIFA, the international ruling body, succeeds in thrusting its now plan for substitutes on the soccer world. The proposal is that a substitute for any player -irrospective of injury should be allowed in a match.

The question of substitutes is soccer's trickiest problem. The International Board, which alone has the power to amend or change the laws, has been discussing the matter for ten years. And it is still under review.
What is the best answer? I favour a compromise plan, with replacements for injured players only.

sub- suggestions that stitutes be allowed for goal- keepers at any time in a match; that other players may be re- placed up to half-time, but only after a waiting period of, say, Afteen minutes.
