on treaty for Japan
Washington, September 12. Congressional reaction to reports that the United States is preparing actively to seek a Japan- oso peace treaty ranged from the opinion that the time for a treaty is now, to a sug- gestion that General Douglas MacArthur bo consulted.
Senator Alexander Wiley, Wisconsin Republican, a member of the Foreign Relations Commit- tee, declared that General MacArthur should be consulted in any moves for a Japanese peace treaty.
He said: "In whatever treaty contemplated we should have
the benefit of the best raind America possesses, and that is General MacArthur.
There is no need for people of the Western Hemisphere whe aro unacquainted with the East to attempt such a move without thu best advice obtainable, and that comes from General MacArthur.

Turning to the question of Germany's being included in the Western defence system, Mr. Churchill said,
The
Prime Minister should welcome Instead of discouraging or disparaging the bringing back of Germany into the family of a united Europe to take part in a European defence
force.
"Whatever his feelings may be would be wise to accept it be- cause a European army with a strong German quota is going to be formed quite quickly--that is to
say, if we are given time. This is fact which none can challenge or deny.
"We have to form as fast as possible a European army of at least 60 or 70 divisions to make some sort of front in Europe and to close what I have called the hideous gap in the protection of Western Europe from the Russian Communist enrush to the sea."
