MANPOWER BILL PASSES SENATE

Washington, July 26,

The Senate today unanimously passed a bill to remove the 2,005,000-man limit on the size of the armed forces and lot President Truman increase their strength by about 600,000 to 700,000 mon.

The unexpected action came shortly after it was disclosed that the Navy was vastly expand- ing its ready combat force by taking 48 ships out of mothballs and increasing the man- power of naval units and the Marines.

The Senute passed the man- Five additional submariner will power bill after approving an be reactivated, but Mr. Vinson amendment by the Senate Re-

all legislation granting extra- ordinary powers should have same time limit and the bill. could be extended Inter if necessary.

The House passed the bill yes- terday and it goes back there for netion on the Wherry amendment. The House will probably agree quickly and send the measure to the President for his signature.

While the present intit on the size of the armed forces is 2,005,- 000 men, they actually have only about 1,500,000. President Tru- man has said he will. use the new authority to build the Army, Navy and Air Force up to full strength and perhaps above it.

start

The disclosure that the Navy is expanding its combat force came as the Senate passed a bill authorising the Navy to building an "atomic age" navy, Including an atom-powered sub- marine. It also permits the Navy to spend up to $350,000,000 to build 50,000 tons of new ships and modéraise 200,000 tons of old, ones. The bill now. goes, to the House for action on minor amendments.

Other mobilisation develop- monia were:

The naval sir arm will get an-

The Navy'a manpower strength will be increased from 375,000 officers and men to 579,000-an Increase of about 60 per cent.

As for the Marines, Mr. „Vin- son said they would be increased by 62,000 officers and men,

The corps now has 74,000.

The "atomic age" Navy bill is a long-range measure which the Senate Armed Services Commit- ico sold should permit the Navy to start u modest modernisation programme. It authorises the Navy to draw on its regular funds for new vessels, with the stipula- tion that Congress will appro- pelate special cash later.

Besides an atom-powered sub- marine, it calls for the construc- tion of a “closed cyclc" submarine designed to stay under water for unlimited periods and for a num- ber of amplbleus ships and as sault craft.

The conversion and modernisa- tion programme includes a crul- ser designed to launch guided missiles, a modern fleet aircraft carrier, three "killer" submarines to destroy other undersea craft, four radar plekots and 11 snor- kel”. submarines with Increased speed.

As for the nuclear-powered submarine, the Atomle Energy Commission will start construc- tion soon on a land-based proto- type of an atomle engine for sub-. 1. Tho Defence Secretary, martnes.. DISCUSSIONS

ON EUROPE'S DEFENCE

London, July 26.

The deputies of the North Atlantic Treaty Powers today got down to detailed discussion of how to increase and speed up the defence pro- gramme of the North Atlantic arco. At a three-hour session, the 12 deputies, meeting under the chairmanship of Mr. Charles Spof- ford, the United States delegate, exchanged ideas on the acceleration of joint defence plans already agreed to by the members of the Atlantic Union.

It was understood that, for the moment, there is no quez- tion of revising the plans but merely of translating them as. quickly as possible into fact.

The deputies preserved an almost complete official secur- ity silence after today's meet- ing their second, which con- firms that they had started the business part of their discus-

slons.

A

The United States aimed to bring its European Allies to denouement today on their will- ingness and ability to get going quickly on an all-out Atlantic defence programme.

Charles M. Spofford, the U.S. deputy who is chairman of this high command group, raised the whole international situation in terms of really moving inte an effective defence programme, said sources in touch with the Ameri-

can delegation.
