Every train to Tientsin takes its quota of foreigners and as they go so the office, the apartment, the hospital. the workshop, all fall into the hands of a people who bring the economy of a primitive village into the sophisticated environ- ment of a town.
The result is discase, dirt, and misery. Nothing the authorities have done to the present moment has altered this: Shanghai is a tragedy. It is an example of what can happen when trained minds and Instructed bodies delegate ambitious responsibility to the unínstructed.
What a contrast with Hong Kong where order and cleanliness prevall, where years of experience serve the millions of Chinese and thousands of Europeans, where East and West mingle with mutual respect, and well being. One can only hope that at this late hour Shanghai can find a way out of its apparent hopeless situation; if only for the sake of its tecming unhappy millions:
