The Foreign Ministers of the 12 Atlantic Pact Powers, proclaimed to the world from London tonight that they wore resolved to build up a systom of defence,oquipped with modern weapons and capable of withstand- ing any external throat directed against dny of them.
They also announced the setting up of a Permanent Committee-on Atlantic-
"High, Command"—as a matter of urgency.
At the end of their four-day talks here the Ministers collód on member Governments to appoint deputies to this body with the least possible delay so that progross could be made on the urgent problems before the Atlantic Council,
