The Poking Government's legal advisor on the two disputed airlines, CNAC and CATC, said yos- terday that he agreed 100 per cent with Chou En-fai's allogation that the Hong Kong Govern- ment was impeding delivery of the 70 planes to Communist China.

The advisor, Mr. Percy Chen, would not go into de- tails, but referred reporters to the Hong Kong Government for comment.
