The long-awaited United States policy on Palestine was laid down today with a declaration that the Security Council should at once begin consultations with the Palestine Commission, with Britain, and with representatives of the Jews and Arabs, at New York, in an effort to reach agreement on the General Assem- bly's plan for partition.
