Vyacheslav Molotov, agreed that Soviet ter- ritorial aspirations lay "south of the Soviet Union, in the direction of the Indian Ocean," it was revealed tonight when German Foreign Office records of German-Soviet relations between 1939 and the invasion of Russia in 1941 were published by the State Department. The records cover conferences between Hitler and M. Molotov on the splitting of the world into Russian, German, Italian and Japanese spheres of influence, and discussion of the "division of the British Empire.' Subsequently, though no agree- ment was ever signed, M. Molotov demanded that the area south of Batum and Buku "in the general direction the Persian Gulf" be recognised additionally as a rentre of Soviet aspirations."
