MALAYA FEDERATION PACTS

Singapore Remains A Crown Colony

Kuala Lumpur, Jan. 22. Only the Crown colony of Singapore, one of the freak bastions of the Empire, was excepted in the signing of agreements yesterday by Great Britain with the rulers of nine Malayan states, creating a Federation of Malaya, and return- ing infernal self-government to the Malay peninsula.

The new Federation, which represents the latest application of Britain's liberal post-war Colonial policy, will become a going concern after the Governor, Sir Edward Gent, issues an order in Council, probably about Feb. 1.
