Moscow, Apr. 22. The Council of Foreign Ministers again went into secret session soon after they assembled this evening. This was their third secret session within 24 hours. Observers thought that it might be another and possibly final attempt to come to some agreement for the completion of the Austrian treaty.
The session began with an open hearing of the re- -port of the special deputies on financial mea- sures for Trieste. Then the Ministers decided to sit in closed session, with only interpreters and two expert advisers each.
