Britain is to Inaugurate a "staggered hours" plan for all Industry, which 'will ultimately place close to one-third of Britain's 6,000,000-man industrial force on night shifts. Making this revelation, a high Government source said the plan would start in the northwest in- dustrial area next Monday when power is re- turned to that area and predicted that it would be "fully worked out". before London and the southeast area resumed industrial operations at the end of next week,
