CHURCHILL ON RUSSIA
Kremlin Men Who Rule Third Of Europe
Red Army Force Still Mobilised
London, Oct. 24.
The Prime Minister, Mr. C. R. Attlee, called yes- terday for a review of the use of the veto in United Nations Council. "His Majesty's Gov- ernment is certainly of the opinion that there should be a review of the use of veto with a view to restraining it to its original intent," he told the House of Commons in the second day of the foreign affairs debate.
"If we are to achieve a peaceful world," the Prime Minister declared, "states of diverse character must be prepared to tolerate each other and work together."
Mr. Attien said the veto was not designed for constant use "whenever a particular power was not in full agreement with the others."
He also complained of "the use of the Security Council as a propaganda instrument."
"It is the desire of the Gov- ernment," he announced, "that this body should return to and fulfill its original intention." Mr. Attlee, opening the de- bate, made no statement on Middle Eastern affairs..
Of Europe, he declared that it was "the most urgent pro- blem that faces us."
Bevin's Problems Britain, he said, was "fun
in the damentally concerned" nations of Europe some of which had fought for the, Allies. "Others widingly, some of them more or less unwillingly, were the tools of the Nazis."

the "most thankless task ever undertaken by any country."
Mr. Churchill continued, "If we stand by the treaty with Egypt about the canal zone, we have no need to seek 1 new strategic base of very doubtful usefulness in Palestine and we could present ourselves as a totally disinterested party. So- lutions might then, for the first time, become open."
