It is impossible to say that the popular verdict on the draft Con- stitution in France was better than fundamentally hesitant. With a few exceptions, none of the pro- phets expected so small a majority in its favour as 1,000,000 on a total vote of 17,000,000, and thei really striking figure is that just under a third of the electorate did not vote at all. When it is remembered that the draft was prepared and endorsed by the three main political parties and adopted in the Assembly by a 4 to majority, the statement of M. Gay.
