Shanghai, To-day. WHILE CIRCLES CLOSE to Wang Ching-wei state that the fresh postponement of the new "govern- ment" to the middle of April was due to last- minute arrangements not being completed, poli- tical observers believe the formation is not due for several months although a big conference is being held in Nanking this month.
Reasons for the postponement, these
circles believe, are manifold.
It is recalled that Wang Ching-wei MACAO CLASH previously promised the Chinese peo- ple that the Japanese troops would be withdrawn when he came to power.
While Japanese circles are willing, the question arises what would hap- pen if these troops were withdrawn in view of the maintenance of peace and order.

Wang some months ago established a military academy for training of- ficers, and men for his army, but their number is very small so far.
