Washington, To-day. According to a Moscow radio an- nouncement, Russia believes that the Impending European tour of Mr. Sum- nor Welles is a prelude to the entry of the United States into the war.
Just before Mr. Welles left, it is learned here, President Roosevelt re- ceived word that the German Govern- ment is willing to enter on peace negotiations now, but it is also pre- pared to intensify the war and reduce Europe to a shambles if the Allies want to go on fighting.-Reuter.
