THE CHINA MAIL, FEBRUARY 12, 1940

LORD ZETLAND UNABLE TO SHARE GANDHI'S OPTIMISM

London, To-day.

AN IMPORTANT STATEMENT on the constitution- al problem in India was made by Lord Zetland, Secretary of State for India, in an exclusive in- terview with the "Sunday Times.”

Lord Zetland appealed to leaders of the Congress

party to descend from idealism to realism. If the negotiations were to prove fruitful there must

be on all sides a spirit of compromise.

"The British Government cannot compel this spirit and can only plead for it, as I do,” Lord Zet- land declared.

"The breakdown in the talks be- tween the Viceroy and Mr. Gandhi disappointed and bewildered me but

I am glad to hear the door is not closed."

After referring to Mr. Gandhi's statement at the end of his talks with the Viceroy, Lord Zetland continues: "I can only say that while I admire Mr. Gandhi's optimism I am un- happily unable to share it as long as the Congress party maintains its pre- sent attitude."

CHINA'S

POLITICAL FUTURE

Chungking, To-day. The Central Party Head- quarters has circularised Congress, said Lord Zetland, refus- Kuomintang members on

ed to co-operate as Britain was un- able to declare in precise terms In-questions dia's Independence.

FALSE IMPRESSION

He was convinced the use of the word "independence" created a false impression. While the vast majority he of Indians wanted independence was sure they did not wish to leave the orbit of the British Common- wealth.

Meanwhile the leading Hindu or- ganisation in India outside the Con- gress Party has made an offer to help solve the problem.

The organisation has passed a resolution saying: “In a spirit of responsive co-operation we are ready to give consideration to the Viceroy's proposals."

The resolution adds that the Hindus are of opinion that the communal problem should be referred to the League of Nations.-Reuter.

YUGOSLAVIA MOVES

concerning the National People's Congress scheduled for November 12 this year and the enforce- ment of constitutionalism for the nation.

The circular points out that as con- stitutional government is the main goal of the Party, all members as well as the entire nation should devote their

efforts faithfully and loyally to this

end.

The circular points out that the function of the forthcoming People's Congress will be the adoption of the Constitution and the fixing of a date for its enforcement, but Congress must wait a further date of the exercise of the rights and powers given it by the constitution.

The validity of the draft constitu- tion, promulgated by the National Government, is upheld, the circular pointing out that it was duly drafted by the nation's legal experts under the direction of the Legislative Yuan,” carefully studied by the C.E.C. and released for the comments of the en- tire people.

All members of the Party may, however, voice their opinions on the BELGRADE, TO-DAY. draft constitution within a specified

Central News.
