The tendency to limit the size of a ship to the maxi- mum faced in defunct trea- tie is unsound from a mili- tary point of view, says Mr. Charles Edison, U.S. Secre- tary of Navy.
He explained that it was not in- tended politically to change the size of two 45,000-ton battleships for which funds have been requested, "but if it takes 50,000 tons to carry the guns and armour of a battleship 'All right,' I say',"

The naval programme recommends the construction of 77 warships as well as 'planes and auxiliary vessels.
The House Committee, however, is considered
a two-year programme providing only 21 new warships.
