Bucharest, To-day. DR. CLODIUS, HEAD OF the German commercial delegation here, flew to Berlin yesterday after signing an agreement which confesses the fail- ure of the Germano-Rumanian trade negotia- tions.
The agreement only confirms part of the commer- cial accord signed in March last, and allows Ger- many to buy a limited quantity of Rumanian ve- getable oils.
During the negotiations Germany put forth proposals for the fixation of the exchange ratio at 60 leis for the mark instead of 41, and for payments for Rumanía oil in marks, while Rumania asked for war material or foreign currency.

That was the story Harrison Howes,
seventeen-year-old schoolboy, told the Stoughton, Massachusetts, police, when he and his sweetheart, Helen Hayes, a schoolgirl of sixteen, were arrested.
He puffed coolly at a cigarette as he confessed the murder.
He told how they crept up behind fifty-five-year-old Simon Danilovich in a deserted part of the town and shot him dead.

One of the announcers broadcasting propaganda in English from a German wireless station is believed to be Nor- man Baillie-Stewart, the former "Officer in the Tower," who in 1933 was sentenced to five years'
penal servitude for imparting military. in- formation to Germany.
It is stated that people who knew him as a lieutenant in the Seaforth Highlanders have recognised his voice in early morning broadcasts.
Baillie-Stewart was released from Maidstone Prison in January, 1937, part of his sentence having been re- mitted.
