American ships, he said, could be used to bring rubber and tin from Anglo- Indies under the the East American exchange agreement, while British ships could carry cotton to the British Isles.
President Roosevelt acknowledged that the proposed transfer of United States ships to Panama registry would be legal but other methods were being considered by which the full title in the vessels would be retained by the American owners. Reuter.
