This revelation of how the German propaganda machine has decieved the German people is made by a special correspondent who has reached Ams- terdam, after being in Berlin and other parts of Germany for the first two weeks of the war.

His story is one of the first mess- ages written by a journalist on con- ditions in Germany which has not passed through the German censor- ship.

So well. have the propaganda people done their job, he writes. that the average German one meets in trains and hotels has reached a point where he thinks the idea the French really want to fight is ridiculous.

German newspapers are steadi. ly nurturing this conviction. There is not a word of abuse of France, and the whole animosity of the German propaganda machine was directed against Britain before loft, especially against Mr. Churchill.

Reviewing the military prepara- tions, the correspondent says the Nazis appear to be deceiving them- selves. He writes:

I travelled from Berlin to Cologne and from Cologne to the Dutch fron- tier last week-end without seeing troop

Passing through an important in- dustrial area north of Cologne on the west bank of the Rhine I did not see a single anti-aircraft gun. The only sign of war was the presence of a few older men standing about with rifles guarding bridges.

The whole trip was a most revealing demonstration of the average German's determination: not to balleve that war will be- come serious in the West.

THE "MORNING AFTER"

There were several parties in the Wilhelmstrasse (German Foreign Of- fice) the night before Britain de- clared war. They were to celebrate what they thought was Ribbentrop's great coup of successfully launching an attack on Poland without getting into a big war.

The announcement next morn- ing that Britain had declared war was a shock from which the Ger- man governing classes had not re- covered when I left.

Even now they are not prepared to believe that Britain and France are making more than a "face-saving" gesture.

The result was that the men-in- the-street was stunned and unhappy for days once he learned Britain and France had declared war.
