Nowhere has the rise of the Third Realm produced a reac- tion more incisive than in Switzerland. Not a country in Europe. has remained unaff- ected, but in Switzerland the popular rally in defence of the national frontiers and of the national heritage has been more rapid, comprehen- sive, and resolute than any-
·where else. All the countries menaced by the "German danger" have found or are finding a new unity, but in all of them, Switzerland alone excepted, the process has been marked by doubts and fluctuations that have only been brought to an end by the physical immediacy of that danger.
In other countries the "new der- many" has had friends who were at-' tracted by the apparently youthful vigour of the National Socialist Re- volution and by Hitler's hostility to- wards "Bolshevism," and it is true that in the first few years of his rule there were "pro-Nazis" in Switzerland also, but they have undergone a thorough progressive elimination. NAZI PROPAGANDA It was in this light that the Nazi leaders regarded Switzerland long
before Hitler came into power. In the years that followed they pald

Switzerland is neutral by tradition and by international law. She remains severely aloof from all alliances, including the pacts that have been negotiated by the Western Powers since March. There are no consulta- tions between the Swiss General Staff and other General Staffs. Neverthe- less the nature of her military pre- parations shows what Powers she regards as potential enemies. Western Switzerland is fortified, but her main defensive system has been devised to repel a German or German-Italian invasion.
