NEUTRALITY AND FRIENDSHIPS

Their neutrality is based on the treaties of 1815, especially the Act of November 20 of that year. It was reaffirmed in article 435 of the Treaty of Versailles. The character of the Swiss has never shown to greater advantage than now. The Zurich Exhibition, which was opened in the spring, is typical of that character. The architecture is homely and unpretentious and yet cheerful and beautifully proportioned. The ex- hibits show a certain modesty, a kind of "bourgeois" downrightness, and the highest quality of workmanship. In a world menaced by barbarism the Zurich Exhibition, emblem of Swit- zerland, is also an emblem of the de- cencies and refinements of European civilisation. ·
