The Japanese Government is urged by the "Koku- min Shimbun" which is connected with mili- tary circles to take without delay steps for tightening up the Anti-Comintern Pact.
The paper writes that it is necessary for Japan to bind herself more closely to the Powers "which pursue the same aims and are faced by the same foes."
The speech by the Soviet Pre- mier, M. Molotoff, says the paper, showed that "ideal solidarity" exists between the Soviet and the Western Democracies, and the effects of this solidarity had al- ready been seen in the Mongo- lian border incidents and in the stiffening of China's anti-Japan attitude.
