PROFITS ON ARMAMENTS
London, To-day. In indicating that the Government's efforts to pre- vent excessive profits on armaments had not been altogether successful, Mr. Chamberlain in the Commons debate on conscription yesterday. said: "There are obvious difficulties to be overcome but the Chancellor and his advisers are now giving particular attention to devising the best plan to achieve the purpose, and it is hoped that his proposals will be laid before Parliament at an early date."
Referring to the impropriety of wartime increases in private for- tunes created by war, the Prime Minister said the view of the Gov- ernment was that

If war should come, taxes on the very wealthy, which already were very high, must be further and substantially increased.
The Government felt that profit- eering, where it was established in wartime, should be subjected to special penalties.

He declared: "We must make it clear to the French that we will make a contribution fully propor- tionate to our population, resources and res- ponsibility."
