MR. ATTLEE EMPHASISES FIRST LINE OF LABOUR AMENDMENT

London, To-day. Mr. C. R. Attlee, Leader of the Labour Opposition, who was loudly cheered by his Party, declared during the House of Commons conscription de- bate his desire to emphasise the first line of the Labour amendment. This reads: "Whilst prepared to take all necessary steps to provide for the safety of the nation and fulfilment of its international obligations." No section of the country was more firmly resolved to resist any domination, whether by Hitler or anybody else, declared Mr. Attlee.

NO REAL CHANGE The last blg Labour gun, Mr. Arthur Greenwood, said he would utter no word which would give

There was no question of the readiness of this people to mak sacrifices to the cause of freedom and democracy.

They were opposed to the intro-encouragement to any Dictator. duction of conscription because they believed that so far from streng thening the country, it would weak- en it and divide it at a time when it should be strong and united.

MORE CONSISTENT "We are determined as anybody else to see the defences of this country in every way developed, so that Britain is in a position of suf- ficient strength to fulfil all her ob- ligations, to prevent war and to de- feat aggression should it arise.

He denied there was any rea! the change in the situation. since Premier gave his pledge.

Mr.

the Greenwood criticised Government's foreign policy as floundering about and clutching one straw after another.

BRITAIN'S RIGHT

Britain was entitled to some say regarding the character of the help she should bring to the problem.

les to face which they do not fully appreciate.

Mr. Attlee complained that not until the last moment was there any consultation with the Trade Unions.

In the background of conscrip- tion there was the danger of indus- trial conscription.

BELIEF IN PLEDGE They believed the definite pledge by the Government and they had thrown themselves into the organ- isation of voluntary service on the strength of that pledge.

Referring to the selection of cer- tain age units, Mr. Attlee said was not the right allocation of manpower to use the very young.

All the men wanted for manning the anti-aircraft defences could be got from ex-soldiers and ex-naval· ratings.

The real trouble experienced by the Secretary for Waf had been that he was hampered all through by the reluctance of the Govern- ment to appoint a Ministry of Sup- ply.

SUPPLY WANTED

It was supply we wanted more than manpower.

Amid Opposition cheers Mr. Att¬ lee complained that Mr. Chamber lain had not dealt with canscription of wealth, and said something should be done about the repres- sion of unnecessary luxuries. -

Mr. Attles added that the Trade Unions were apprehensive because the step might' land ~to industrial conscription.

"Without our other responsibili ties we cannot be expected to pro vide an army on the Continentai scale."

TERRITORIAL ENLISTMENT

If the Territorials continued en listing at the present rate for a few months, there would be BS many volunteers as the net proceeds of the Government's conscript measure

Actually, Mr. Chamberlain's cruitment might be a minus quant-
