It is understood that the State Department does not expect an answer from the German and Italian Governments to President Roosevelt's appeal for some days.

Well-informed circles state it must not be thought that the President was suggesting appease- ment.

It is pointed out that President Roosevelt in Sept- ember envisaged a conference of all interested powers, but what transpired was a four-power conference which carved up a sovereign State without its representative being present. President Roosevelt now proposes discussions be- tween all interested nations, including the United States.
