The full text of President Roosevelt's message to Hitler and Mussolini is given prominence in the Soviet newspapers, though without editor- ial comment.

In political circles, the message is welcomed as a positive step for world peace, and as clearly de- fining the aggressor nations.

NEW SCHEME FOR BANK APPROVED

That the National Commercial and Savings Bank, Limited, suf- fered a loss of over $1,000,000 in the year 1935 was mentioned in the Supreme Court this morning when a petition, by Mr. Eldon Potter, K.C., instructed by Mr. M. K. Lo, on behalf of the Bank, sought sanction for a scheme of arrangement between creditors and several classes of members and the Bank; and for confirming a reduction of capital.

The application was granted by the Chief Justice, Sir Atholl MacGregor,

Mr. Poter stated that the new scheme, which had been passed, unanimously, by the creditors, was for an extension of time from six months to 12 months in which to pay the debts by Instalments due to the unsecured creditors under the old plan which was approved by the Court-in-1936.--

Although there is pessimism in regard to the response of Hitler and Mussolini, it is believed the # Soviet will be ready to participate in the proposed world conference. ¡
