"Hallett Abend, correspondent in China for the New York Times has exposed the Japanese spy sys- tem. He has also denounced the gendarmerie department of the Special Service Section of the Imperial Japanese Army as the most clumsy, ignorant and bungling organization of its kind among the world's armed forces. And, to the everlasting embarrassment of the Japanese military services, Mr. Abend quotes numerous Japanese officials as admitting the accuracy of his accusations."
