Modern youth is not deteriorating. On the con- trary, it is better and more honest and is even "reforming" the parents of to-day.

Those are the conclusions reached by Mr. H.E. Norman, secretary of the Clarke Hall Fellowship, which develops probation and other services of the Courts.

They are expressed in a letter to the Yorkshire Women's Advisory Committee of the National Union of Conservative and Unionist Asso- ciations at York.

"Modern youth," he believes, "is better educated than its par- ents and franker in conversation, This forces parents to be more honest in family life and to at- their own tempt to rationalise shortcomings.

"If there is more juvenile crime, there is more effective treatment of young delinquents; for the num- ber of adult offenders falls every day.

"Offenders don't grow old in crime: they now reform quite young."
