The Chinese Ambassador, Mr. Quo Tai-chi, called on Lord Halifax yesterday afternoon and deli- vered a note protesting against Japanese air- craft bombing Chinese open towns. Recalling the resolution passed by the League of Nations Assembly on September 28, 1937, con- demning such bombings, the note appeals to the British and other governments to take "such urgent and effective measures as to re- strain Japan from continuing the wholesale slaughter of innocent non-combatants, largely women and children."
